It's been the exact opposite at IAD this week. Today's flights to FRA, BRU, and MUC on UA have been sold out in Business and First for weeks. Economy moderately light, though. Didn't help that yesterday's flight IAD-MUC was apparently swapped down to a 752 from a 764.
