NavFree is the best option - it's free and it stores the data in the phone so you won't have any data charges for using the nav. You would however need to get addresses for your POIs in advance, e.g., on wifi. It's not a brilliant choice (I prefer Waze for its traffic abilities) but faced with high international roaming charges, it's the only realistic one.
