I don't know the answer to your question, but if your boyfriend is going to pack his belongings in a box, you might also look into whether shipping them via FedEx ground or UPS ground makes sense. Depending on weight, the cost might be comparable to checking the box on Frontier, and he gets the convenience of having the box delivered directly to his new residence. Check fedex.com and ups.com for rates and time in transit (probably three or four days for ground service from ND to CA).
