Absolutely...after just doing this trip (from WAS), I was looking at all my options, so on arrival from PHL, I tried the train-side kiosks, and yes, I could only 'purchase' the $5.xx fee for Airport Access.
So, I went 'air-side' and I could only purchase tickets that were from EWR (hard-coded in as the origin).
So, I went back to the NJT booth and the representative there and he said there was nothing I could do to buy a ticket 'from' Elizabeth from the agent, that I was forced to pay the fee...
Which is why I went down and took the NJT #62 bus, which was easy (US$1.50 and came less than 5 minutes after I was outside, perhaps I was lucky) and after a few stops - made it to Newark Penn...
