I never hear delayed flight announcements at the SkyClubs, unless, it's either an int'l flight, or mega delayed. Never, or rarely for an hour delay; maybe at a smaller, less busy sirport.

That said, you kinda hafto fend for yourself these days. Flying today is only a half a notch better than Greyhound, as far as service goes. I have seen delayed flights leave before their delayed time numerous times.

Recently, here at PIT, I heard a GA say to a RedCoat:

I announced a delayed departure time, & now we're ready to go. Do I hafto wait for Mr Doe? RedCoat says - did you page him? GA: Numerous times! Oh, here he comes now!

Once, I was driving to PIT knowing my flight was delayed. The plane popped in early. I was parking my car. The GA actually called my cell phone! They couldn't wait, but easily rebooked me. Stuff happens! At a later time, they actually gave me a voucher for this - totally unsolicited.
