I agree, that is how it seems to be. But I just don't get, then, what the motivation is for anyone to apply to the TSA Pre-Check program? Make appointment at distant airport, interview, fingerprints ... What will benefit be of that? Unless it is meant for those who don't have US passport?

At the moment, it is a cluster. Pre-Check this morning at CLE was longer than Premier line, about 50% FF and 50% older folks, with one "You don't have Pre-Check so you have to go into the other line" older gentleman.
