Yes, they are still offered. I just booked flights to Dublin this week.

I'm not sure I understand your comment, "even when they become available," however.

Do you mean that award inventory is available and for some reason you cannot book it, or are you commenting on the earliest possible date(s) that an award might be bookable? Awards are not always loaded at the 330/331 day mark. And, sometimes not at all (if the airline has substantial revenue bookings, or expects to, it will not release SAAver awards)
