This was more than adequately compensated.
Complaining may get the hotel fined with corporate, but it will also mean that if the hotel figures it's going to have to pay anyway, they'll have no incentive to fix the problem with guests, as corporate wouldn't be more generous than the hotel already has been.
In other words: if the hotel has the choice of paying 30k points + an unused room to make the problem go away, they will. If the guest escalates anyway then they have to pay a $100 complaint fee + 30k points then why give up the housekeeping on the second room, why not take the chance that the guest won't get round to complaining, and why do anything at all to fix things for a guest who will be unhappy no matter what?
