Well Citi bank is kind of tricky with their card business, you visit their bank site and look for premier miles card and you would notice that almost in every country , in atleast one airport they have mentioned that you get complimentary access at lounges. But the fact is, I tried this card at Jeddah international Airport on 28th of October 2013 and the card was denied access. I hold the visa version of it. I called Citibank and they gave me reference # of complaint, where in my question was simple whether access is allowed outside India or not as per their web-site.

So, take note when you apply for this card as actions do not match with the words mentioned on their site.
