I find Premier Inns to be refreshingly good in the budget end of hotels - I spent 5 days in one on Dubai last year watching the cricket and apart from its slightly out of the way location it was,otherwise,faultless.
Bizarrely it was exactly the same as every other Premier Inn I've stayed in - except it was in the desert.
Drinking a pint of English ale and eating steak and chips I could have been next to the M6 in Preston but outside it was 34c.
Have you actually stayed in a Thistle recently (since the renovation programme?) or is your impression of the chain out of date?
