Well this is one of those, it never hurts to ask moments. However, they have cracked down significantly on UA *G's using the lounge on domestic tickets. For international tickets there are mixed reports of success. If it's time for an SQ flight to depart, the answer will certainly be no, as it is not a big lounge.
