Remember HIGC cards were Discover card and they worked for a while.

Maybe when you are trying to use this in WM or your grocery store, it is processing it as credit. Try to use it in a place that only accepts Debit card (like Arco) and see if it works there. If it does, then it is just an issue of the swipe machines processing them as credit, otherwise the card cannot be used as Debit.

If nothing works, cash it out to AP or use it to buy VR at CVS.
