No reason for a Dutch citizen not to obtain Global Entry, especially if they travel (often) to the United States. This should take care of the Pre-Check issue.

Global Entry is open to U.S. citizens, lawful permanent residents, Dutch citizens, South Korean citizens and Mexican nationals.
