Reading the website, it appears that layovers of >24 hours, or connections where an earlier flight was available but not taken, are not eligible. I found Hilton was the only chain with a hotel in the middle of the tourist area - nothing for SPG or MR, so that's our fallback.

You can always go on the free tour - I did a voluntary long layover and they granted us (family of 5) without saying a word. TK is a lot more strict with hotel. You need to have 2 TK BP to be eligible.

Yes there is luggage storage (manned) on the arrival level, I saw that there were lockers on the departure level. It's not listed on the airport's homepage.
