Has the itinerary been ticketed for this flight? Sometimes that's part of the problem. When I travel on gov't tickets, which aren't ticketed until just a few days before departure, I cannot select EC or "Preferred" seats through the website (you can actually get around this and select "Preferred" seats through the Delta Mobile IPhone App).

Otherwise, it might just be a case of that wonderful DL IT.
