Apart from that the quality of the ingredients used in C/F meals is much higher than in Y. I have for instance never had a steak in Economy…
I doubt caviar would really see much take-up even if it was offered but sure. I've seen plenty of salmon and beef offered in economy though so I'm not sure I buy the rest of your argument.
The main difference between what's presented there and the usual economy meal was that it's fresh and presented nicely. That meal (minus the caviar, sure) could be put together for under $20, it would just take a few more minutes to prepare instead of sticking the whole meal in the oven for twenty minutes.
