There are a fair number of countries, in Central America and the Caribbean particularly that I'm familiar with, that are happy to accept US$ in lieu of the local currency. So it's not a crazy question, even if it's much less likely in an Asian country.
We can all have our opinions--I think it indicates a lack of experience with international travel. Which I respect and can understand the question.
Besides Asia, try using the dollar in Europe or Africa or Australia/New Zealand---The Caribbean uses it because of small country size and the cruise industry.
