Why don't you go onto TripAdvisor and search for reviews in Dutch or Flemish for all Ibis hotels in Holland and Belgium (you will do to do it for each hotel, then filter search results by language) and then send each reviewer a private message with your survey information? This would be the best way to target your desired market for the survey. Good luck.
