How do you know that it wasn't operable when it left SEA and became inoperable on the flight in to PDX?
I've had this occur on short flights on Horizon and American Eagle and others. The warning at the gate is to allow folks to run off to the bathroom if they feel the need. I was always happy they were operating the flight.
