Not quite sure what you mean by your post.
The threshold for setting off a metal detector can be set differently at different airports, so clothing that normally does not go off at most airports will set it off if the threshold is much lower.
Also in some places including Heathrow/Gatwick they are set to go off randomly to select passengers for enhanced screening. I don't think this can also be triggered by the staff on duty (as they can just designate you for additional screening anyway, no need to set the detector off).
