They may track, but if one tries, covering their tracks is kinda possible. Unless it is big Government tracking you.
I mean, even if the IP address is monitored, if you log on to a open tunnel VPN, the traffic will show up as a series of scrambled numbers etc. I don't want to get into technical-ese but that is quite safe and easy if one really wants to browse.

A single VPN connection in this day and age really doesn't provide enough anonymity IMO as with the compute power available today it really doesn't take much effort to match each side up. A few years ago it would have been fine but not now.
