Maybe they were thinking of Australia. There are lots of properties, but you'd be hard pressed to find any at less than 20000 points/night (except for a few rural Econolodges that go for 16000 points). And AFAIK, Australasia almost never offers the 8000 pt promo so common in Europe (I think it happened once a couple of years ago).
