Nope, it doesn't matter. The certs can't be used on anything other than ECAR-FCAR and MVAR. The rental agent when you pick the car up has no idea that the PCAR rate was ever lower than the FCAR rate--all he or she can see is that you booked a PCAR and the certificate isn't valid for that car class.
