SE in Flex will get the upgrade to J before you with no co-pay.

The high density 777 has fewer J seats than the "regular" 77W and 77L.

It will be different if AC implements one class upgrade only, i.e., Y to PE, PE to J and no Y to J. At a minimum, AC should give assurance that all waitlist in PE will be cleared first, before those in Flex.
