Negative. There are plenty of Fed LEO jobs folks can get without military or prior LE experience.
The over 40 is actually over 37....that's due to what's commonly called "6c" status....ie 20 year Federal LE Retirement.
One has to be in the system by 37 so they can retire by 57. Military and prior 6c service is exempt....
