The biggest difference is BA doesn't have the hotel I want on the days I want and Expedia does. However, for $240 in baggage fees, I could settle for another hotel.
This sounds to me as though BA and Expedia are selling different products. BA is selling package #1 including luggage w. downscale hotel while Expedia is selling package #2 w/o luggage, but upscale hotel.
Hopefully you can consolidate belongings and take a trip of a week or under with carry-on only or perhaps one bag.
