Baggage allowance dependent on where you buy the ticket?

Right now I am comparison shopping an air and hotel package from a couple different sources. The trip would be from PHL to LON. Expedia and BA's own site have similar pricing, but...

The BA site lists one free checked bag with the package.

Expedia's baggage info page states zero free checked bags on BA with purchase of a package. It lists a $60 fee per bag each way.

Does that sound right to BA regulars? I thought all the legacy carriers still allowed one free bag TATL. Would purchasing the combo from Expedia somehow forfeit the free bag allowance?
