For those traveling light, AirTrain from JFK T7 to Jamaica, E subway from there to Jackson Heights, and then the new Q70 bus which runs nonstop from the Jackson Heights subway station to LGA is a reasonable option. The trip should take no more than one hour, and costs only $7.50. Buses on the Q70 route have luggage racks.
