Last year I booked a GPA for 200k Avios and only 100k were debited. I didn't query it with BA, well you wouldn't would you? but many months later, shortly before the flight, they snaffled the other 100k.

So I'd say you can never say definitively that your account has not been debited, only that it hasn't been debited yet.
