Are cat1-5 award certificates and rewards capacity controlled?

I can buy a room for cash (hong kong courtyard 167 Connaught Rd nov 4th-8th 2013), but when I try to redeem my cert or rewards points the room becomes unavailable.

The agent was not able to redeem them on the phone either.
