This is one of the most important pillars of any airline alliance - the ability to earn status miles/recognition across the alliance. It helps foster loyalty within the alliance. Qatar could not be said to be a member of the alliance if they were (for whatever reason) the only airline that could not allow its members to earn status miles when flying across the alliance.

In fact, QR lists it first out of all the new oneworld benefits:

I've had the same thought, but I am starting to get suspicious. Despite the picture you've posted, when you populate the Qcalculator, it says:

• Qmiles and Qpoints to be earned on Qatar Airways
• Qmiles to be earned when you fly with any of our airline partners
Still showing 0 Qpoints (for all fare classes) on many partner flights, as well as limited destinations (e.g., when you select a start at SFO on AA, the only destinations that populate in the drop-down are five hubs).

Pretty unacceptable that they haven't provided the data yet now that they are in oneworld. Unless it's the unthinkable scenario that most partner flights do not in fact earn Qpoints.

Has anyone taken a flight yet on one of these partners and tried to credit to Privilege Club? I have an RJ flight coming up next week, and I am wondering if I should just put my CX number in instead. . .
