I don't know about other states, but PA sends me my sticker in the mail after on-line registration. I'm sure the companies can figure out how to get a sticker to where a car is. Mailing a sticker to the car's return location, and putting a note in the system for the return agent to grab a sticker and out in on the plate doesn't sound overly complicated for multi-billion dollar corporations.

State inspection would be a challenge, but don't most states exempt new cars for a period longer than rental agencies tend to keep cars?
