True but afaik all states still require that a renewal sticker is put on the plate each year. I'm guessing that cars that are due for renewal are held at whatever location they're at and the new registration and sticker are sent to that location from the central office.
this isn't complicated; they know where the car is during and between rentals. My company car is registered to the leasing company at my corp office in Iowa, with CA plates. Once a year, my fleet administrator mails me the updated registration sticker, which I peel and stick to the plate. I assume a rental car fleet admin would do the same.
