That's a normal state of affairs with e-tickets using Avios. I would not worry other that to do OLCI at the first opportunity and if it does not then ring in. If the ticket is not issued, there is now a specific message to say this, which is relatively new. If you don't like that uncertainty you can call in and ask "has my ticket been issued" (and hope that the customer service agent knows what that means).
