Someone else once posted that the hotels are not involved in whether or not they are chosen for the PB list. Sounds a little crazy but there you are. IC pays them the same rate they would have got if the redeemed room was full points price.
All this seems very strange. Last year, I needed an award night at an Australian resort hotel where no inventory was showing as available. (I wanted to book it many months in advance). I contacted the hotel and viola, they made the room available.

Here, an empty hotel that's gone on points break can't allocate more than 3 rooms for award stays? What kind of FUBAR program is this?
