Global entry would have the same problem. But I am not part of Global Entry. At Chicago, all US citizens now go through a computer line very much like Global Entry. There were about 30 computers, so there was no wait. I understand they will roll this system out across the country someday, making Global entry not worth it. All US citizens don't need to go, nor do all go, via the automated passport control (APC) kiosks at ORD, which are distinct from Global Entry kiosks.
GE kiosks are funded by a different source than APC kiosks -- the latter funded by airlines/airports directly while GE kiosks are funded separately.
