All US citizens don't need to go, nor do all go, via the automated passport control (APC) kiosks at ORD, which are distinct from Global Entry kiosks.

GE kiosks are funded by a different source than APC kiosks -- the latter funded by airlines/airports directly while GE kiosks are funded separately.
