I wonder if it depends on how much UA has to pay to rebook on SQ vs CX. I know airlines tend to rebook pax into Y-class, but I'm sure they don't actually pay full Y fare to each other. Maybe the actual payment (and thus preferred new carrier) varies based on route and date?
