Gone really are the days of 25" and above checked in luggage.

I think the Y allowance reduction would be a bit drastic.

Following ac*se explaination, I would think the adjustment should be

-for Y would be from 2x23kg to 1x28kg.
-for PEY would be from 2x25kg to 1x32kg.
