This is still a million miles away from not earning any QMiles at all, which was the tenor of this thread from the start.
As for eligible fare classes, this is not exclusively a oneworld alliance thing - each of the three alliances have airlines which may not give even their own frequent fliers any mileage on their own cheapest fares (Singapore Airlines in *A; Air France and Air Europa in ST, for example, all have flights that won't earn anything even for their own fliers). I am not aware of any airline in oneworld that doesn't award miles for every available revenue fare class to its own fliers at least; but it is industry standard that each airline in an alliance may not reward the very cheapest fares on other alliance airlines.
