This is simply because if something that we provided were to act as a projectile during a hard landing, we would be held responsible for it. Ah, so its the FAA's fault! I was wondering that myself. I think people are reluctant just because they were not expecting it. They thought the water was their's to keep. Now they are being told it is no longer their water. I am reluctant because I usually sip the water and finish it after my flight. Its nice to keep drinking after riding in an airplane with very low humidity.

Thats what I do. I wish VX would say you have to give the water back or put it in your carry on. If it is seen in a seat back pocket it will be collected. I know the FAA probably will not allow that, unfortunately.
