I had a bulkhead person put their bag under THEIR seat, the seat in fron of me. This was where my feet went. I know bullhead are told to put items above but this person did not. It was not a bulky bag but kept pushing out. I opened it up ( not realizing it was her bag) and low and behold..... Hair extensions.
