I was able to make GOOGLE Voice calls over the throttled DATA without much issue. However, I was using CODECS which are designed for slower DATA connections and have actually made calls in the past over EDGE.
Having a solid 3/3.5/4G connection throttled to 128Kbps made for a much better quality call and a far better user experience in general.

How did that work? I have been trying to figure out if the international roaming works with data only plans. I'm in Chile and Italy at the end of November/early December and it would be great to get a SIM for my wife's Nexus 7 3G but what I read on the TMO site says nothing about the throttled connection for data plans. In fact, it implies incremental cost per MB for international roaming:

Of course, I can get (and probably will) a TMO SIM for my unlocked international Samsung Mega (which is on AT&T in the US) as that will give me calling and basic data.
