Mine just posted, and took the full 8 weeks to post (from the date the last month's credit putting me over the threshold posted to my AA account).
As far as Chip & PIN is concerned, most major cards will be subject to a liability shift for point of sale terminals in October 2015, so Citi will very likely have Chip & PIN support by then, if not sooner.
