I'd go with the Manchester Hyatt if they can confirm a room on a high floor with the desired view.
There are large outdoor terraces accessible from the lounge, but it closes early in the evening. There's also a bar on the penthouse floor but I'm not sure whether it faces in the right direction.
Doesn't San Diego have an Andaz? That would be fun for NYE, regardless of the fireworks view.
