Car rental only wants IDP? ETC scanners on the highway?

Okay I know it's suppose to be cost prohibitive to drive in Tokyo, but I wanted to anyways.

I rented a car at Narita last night and when I went to pick it up, they did not want to see my driver's license, only my IDP.

Now I'm wondering what's stopping someone without a proper license to just go and make their own IDP? It's not like they verify this.

Doesn't seen all that secure, then again my whole time there I did not see anyone else try to rent a car (in fact most of the counters were empty of employees).


(BTW, the tolls for me were not that bad. Only like $20 for like 50 miles. I pay way more than that driving in NYC with all the $12-$15 tolls for tunnels and bridges)

The other question is related to those ETC scanners on the highway. I know it's a payment system. We have them in China and it's also called ETC.

There are many of these scanner on the highway, but not at the tolls; they have scanners and they point down. It was dark last night so I could't really tell what they were plus I was driving like 130 km/h. The question: Those aren't speed cameras are they?
