Some Amex cards provide free rental-car LDW for up to a 30-day rental. The basic Hilton HHonors American Express card -- which has no annual fee -- offers such coverage. So if are able to get this card (or another no-fee Amex card that offers the same coverage, you don't have to purchase the Amex Premium insurance.

Find an insurance agent that writes for Travelers Insurance. I pay $77 for a six-month, non-owned policy with $500,000 coverage from The Travelers in New York. Your rate may well be higher because of your age, but it might still be lower than the quote you got from Progressive.

Note that the liability coverage that Hertz provides in most states in pretty low. If you seriously injure or kill somebody in an accident, you could be personally responsible for hundreds of thousands of dollars in damages.
