I'm sure it works somewhat, but you will be at the mercy of many uncontrolled parameters, like coverage from the roaming partner for data, a whole data trip back to the US, then another route to your VOIP provider.. final experience could be suboptimal.
Just spring for the $0.20/min with real cell voice that T-Mobile offers. It's a great price.
