This happened to me too! But it was for my Amex Aerogold - I called in to ask about it and the rep said that their system had been having problems lately - sometimes the system is really slow, so probably whoever was generating the PIN letters thought it wasn't working, and might have tried it several times. I only had five letters though...sounds like whoever was working on your card was more determined =P
