While I dont know for a fact I bet that tmo's roaming partners have better coverage in their own country than tmo does here in the usa.
I'm not a TMO fanboy, in fact switched to Vz two years ago after waiting for years for them to get the iPhone! For personal use, family still uses them as their family plan is excellent value. I do agree their domestic coverage is not anywhere on par with Vz!
But in my 14+ yrs with them, never had a problem with their international service. In fact, it was one of their strengths --- excellent roaming partners, great international BB rates, for years never charged for data even though their fine print said they would charge.
