but that doesn't mean you (the renter) have accepted any legal responsibility for the infringement. ie... it may be that the police can never put the infringement against anyone's licence. it may be the case that it can never be proven who actually committed the offence.
I expect that the rental company will provide your license details to the law enforcement agency and at that point you are responsible for not only the fine but also the record of the infringement against you license - unless you can prove it was not you in charge of the vehicle at the time the infringement occurred. I am not a lawyer but I expect that paying the fine also results in the infringement being flagged against your license. I doubt the rental car company will pay the fine and then bill you. I expect they will law enforcement agency that you signed a contract accepting responsibility and supply your drivers license and address details for them to contact you directly. I would not be surprised if some rental car companies then bill your credit card for a "service fee" for processing the paperwork associated with dealing with the process.
